Zahner design engineered a unique system for simple, efficient, and permanent installation that met the Gensler's concerns.  Gensler's design worked on two levels.  “When you approach it from a distance, it appears as a wall, reflecting the unity of the police force,” explained David Herjeczki of Gensler.  “As you get closer, it becomes an assemblage of individual pieces, each one paying tribute to a fallen officer.  When contemplating an appropriate material for the memorial, [we] focused on the object most sacred to the LAPD: the brass badge.”

These two photographs were taken months apart.  You can see how the steel had just begun to oxidize in the top photograph, and how in the next photograph, the steel has weathered to its final state.

Weathering steel is better known by its brand name, Cor-Ten.  Unlike other ferric metals, weathering steel will not rust through.  When weathering steel oxidizes (rusts) the layer of rust becomes a barrier to prevent further oxidation. It builds up a layer of rust, and then ceases to rust anymore.  Many outdoor public sculptures are made from this material, including much of Richard Serra's giant steel sculptures which could last thousands of years, perhaps indefinitely.
